Forecasting is the part where you prepare yourself for potential scenarios in advance where you see numbers both in best case scenarios and worst case scenarios. Planning is the part where you prepare yourself for executing that pattern that you've seen in your forecasts, both of these are pretty similar in nature but what is important is how you're able to prepare yourself with both of these executional connotations.

Forecasting may seem more uncertain than planning, but because the forecast is an input to planning then the aggregated uncertainty is carried forward in the plan and must be accounted in the plan.

Forecasting generally has one purpose: predict what will happen under stated assumptions. Planning can have various purposes. The two most common ones are aspirational and actionable.The aspirational plan, (for example budget), sets ideals or targets to achieve. The actionable plan (for example trade promotion plan) details what actions must be taken to move towards the target.The forecast has a key role in between them. It provides a realistic baseline from which the gap to the aspirational plan can be quantified. The actionable plan then aims to close the gap.Failure to properly distinguish between these three concepts and recognize which of the three purposes a plan or forecast has in the business is a main cause of misalignment.

In my experiences Forecasting is attempting to create a tangible result from extrapolated numbers and abstract scenarios, and the steps towards achieve that result may not be established, standardized, or guaranteed. Planning is more frequently creating the tangible result from historic data or resource investment (such as a deposit for producing goods for future delivery, or grant money allocated for a specific project or use).

Another important aspect of forecasting and planning is how they interact and complement each other. Forecasting and planning are not mutually exclusive or sequential processes. They are interrelated and iterative processes that inform and influence each other. Forecasting provides the inputs and constraints for planning. To avoid “doubling up” of accounting for the same scenarios, the forecast should be published accompanied with the assumptions that went into it and, likewise, the plan should be communicated accompanied by its underlying assumptions as well.

Forecasts and plans describe uncertain futures.Traditional plans and forecasts are provided in time series of certain points. These are precise and inaccurate, and hence always wrong. They are square pegs being forced into a round hole.Proper planning and forecasting need to be probabilistic. These are uncertain plans and uncertain forecasts describing an uncertain future. Round pegs to fit a round hole. They are accurate and imprecise, and hence roughly right.
